This is an interesting urban design project! Lot of thought has gone in and the project is detailed to a very satisfactory level.
The concept of "Unity" is very appropriate considering the country's situation. The project will contribute a lot to the people of Beirut socially while addressing the political and economic crisis.
Your proposal at the master plan level "to divide the 3 sectors to Tourist, Financial & Port around a Central Park" is a very sustainable approach. How ever the background studies and the rationale to arrive at this concept is not very clear.
I thought it would have been better if the Central Park could extend towards the left, where the business park is proposed. The Central Park being the 'Lung" in your proposal could be more beneficial to the community with the idea of Unity and also will enhance the idea of "building around a central park".
The Business Park (next to the free market) being located within the community facilities may hinder the free movement of activities for the people with in the tourist activity zone.
Another way of looking at such liner form of developments along the waterfront would be to have "green corridors" at intervals as public parks and recreation facilities, connecting the community in the inlands across the project area to the waterfront. The different sectors which may get divided by the parks could be connected with underground or overhead bridges without disturbing the park activities.
This will allow a much bigger community to get the benefit of connecting with the water front, rather than limiting it only to the port area.
