Total reshaping of harbour's coastline is both good and bad. I guess that this is expencive to such amount of earthwork and concrete pouring just for an idea without real outcome. But the conceptual idea of focusing on the remnants of the silos is good for me. But in my opinion it is too much focus there and really vast unarticulated surfaces around it - like a huge concrete (or whatever material it is) frying pan. I think scale is too big for humans there, but maybe this was made for the impession - in this case it will do the job well. At a first glance project seemed to me not as good as it is - and this you need to think about for your next designs. It was not so catchy - the "round" idea should be more emphisized in terms of space and shape. If you want to entirely redo the surroundings of the silo you must do it as much as you can and probably bo not touch surroundings that much. However the entire proposal for all the areas is realistic and can be taken into account. I can suggest here do more work on the territory around the silo - if you consider it as a focal point of the concept. It shoul be solid and eye-catching, unusual and this is the real place for an achitectural statement.
